Menilik Aturan Rapid Test di Tengah Adaptasi Kebiasaan Baru (Studi Kasus Kota Makassar)

Abstract In Indonesia, the spread of Covid-19 has spread throughout all existing provinces. Makassar, the capital city of South Sulawesi Province, is currently the main epicenter of thetransmission Covid-19. Makassar City ranks the second district / city with the highest incidence rate or incident rate ofcases Covid-19 in Indonesia. One of the efforts of the Makassar City government in suppressing the spread of Covid-19 is by issuing a regulation requiring its citizens to have afree Covid -19certificate using themethod Rapid Test. However, this rule has exceptions for certain people, which should be no exception because there is no guarantee that the person is free from Covid-19. Because of seeing these problems, the author raises the title "Observing theRules Rapid Test Amid New Habit Adaptation (Case Study of Makassar City)". This study aims to find out how problematic the application of regulations related to Rapid Test is in Makassar City and how the government has made efforts to deal with Covid-19. This study uses a normative juridical method with the statute approach (Statue Approach). Regarding this issue, the authors conclude, First, there should be no exception to thefree Covid-19certificate in Makassar City. Second, the government should no longer use themethod Rapid Test and switch to Swab Test the PCRmethod. In addition, the government should implement plasma therapy in all hospitals in Indonesia. Makassar adalah Ibu Kota Provinsi Sulawesi Selatan saat ini menjadi episentrum utama penularan Covid-19. Kota Makassar menempati urutan kedua kabupaten/kota yang memiliki laju insiden atau incident rate kasus Covid-19 tertinggi di Indonesia. Salah satu upaya pemerintah Kota Makassar dalam menekan penyebaran Covid-19 adalah dengan mengeluarkan aturan yang mewajibkan warganya untuk memiliki surat keterangan bebas Covid -19 dengan metode Rapid Test. Namun, aturan ini memiliki pengecualian bagi orang-orang tertentu, yang seharusnya tidak ada pengecualian karena tidak ada jaminan bahwa orang tersebut bebas dari Covid-19. Oleh karena melihat permasalahan tersebut Penulis mengangkat judul “Menilik Aturan Rapid Test Di Tengah Adaptasi Kebiasaan Baru (Studi Kasus Kota Makassar)”. Penelitian ini bertujuan untuk mengetahui bagaimana problematika penerapan aturan terkait Rapid Test di Kota Makassar dan bagaimana upaya yang dilakukan pemerintah dalam menangani Covid-19. Penelitian ini menggunakan metode yuridis normatif dengan pendekatan Undang-Undang (Statue Approach). Terhadap isu ini penulis menyimpulkan, Pertama, seharusnya tidak ada pengecualian terhadap surat keterangan bebas Covid-19 di Kota Makassar. Kedua, Pemerintah seharusnya sudah tidak menggunakan metode Rapid Test lagi dan beralih ke Swab Test dengan metode PCR, selain itu seharusnya pemerintah menerapkan terapi plasma di seluruh rumah sakit yang ada di Indonesia.
