KEBIJAKAN POLITIK LUAR NEGERI FILIPINA TENTANG LAUT CINA SELATAN PADA MASA PEMERINTAHAN RODRIGO DUTERTE

Abstract

This research aims to describe the Philippine’s foreign policy, especially in regarding to the South China Sea, that under the administration of President Rodrigo Duterte, the foreign policy show an alteration from the previous administration. The method of this research is analytical descriptive that aims to describe the facts about the Philippine’s foreign policy under the administration of President Rodrigo Duterte. Technique of data collection that used by the writer is the method that based on documents and internet, or usually known as library research, taken from many literatures, such as books, journals, articles, newsletters, and internet, that related to this research. In this research, the writer also use qualitative technique of data analysis, that analyze background and the shape of the Philippine’s foreign policy under the administration of President Rodrigo Duterte, about the South China Sea. The result of this research shows that President Rodrigo Duterte in his foreign policy, act cooperatively toward the People’s Republic of China, regarding to the conflict in the South China Sea. Another shape of the Philippine’s foreign policy under the administration of President Rodrigo Duterte, especially about South China Sea, is oriented to the interest of the economy. Beside that, the change of the Philippine’s foreign policy aims to keep the stabilization of the region around the South China Sea and fulfill the Philippine’s national interest, also become a country that not depend on other country, then President Rodrigo Duterte acts cooperatively with the People’s Republic of China and take advantage in every opportunities to build relation with every country, to fulfill national interest of the Philippine’s, especially in economic sector.
 
Penelitian ini bertujuan untuk mendeskripsikan kebijakan politik luar negeri Filipina pada masa pemerintahan Rodrigo Duterte, khususnya tentang Laut Cina Selatan. Di mana, pada masa pemerintahan Presiden Rodrigo Duterte, kebijakan politik luar negeri Filipina mengalami perubahan dari kebijakan pada pemerintahan Presiden sebelumnya. Metode penelitian yang digunakan dalam penyusunan skripsi ini adalah metode analisis deskriptif, yang bertujuan untuk menggambarkan fakta-fakta tentang kebijakan politik luar negeri Filipina pada masa pemerintahan Rodrigo Duterte. Teknik pengumpulan data yang digunakan penulis adalah metode berbasis dokumen dan internet, atau yang lebih dikenal dengan metode telaah pustaka (library research), yang bersumber dari berbagai literatur, seperti buku-buku, jurnal-jurnal, artikel, surat kabar harian, dan internet yang terkait dengan permasalahan dalam penelitian ini. Dalam penelitian ini, penulis juga menggunakan teknik analisis data kualitatif, yang menganalisa latar belakang dan bagaimana wujud kebijakan politik luar negeri Filipina pada masa pemerintahan Rodrigo Duterte tentang Laut Cina Selatan. Hasil penelitian ini menunjukkan bahwa Presiden Rodrigo Duterte dalam kebijakan politik luar negerinya, lebih bersikap kooperatif daripada konfrontatif terhadap RRT, dalam menangani konflik Laut Cina Selatan. Wujud lain dari kebijakan politik luar negeri Filipina pada masa pemerintahan Rodrigo Duterte, khususnya mengenai Laut Cina Selatan, adalah berorientasi pada kepentingan ekonomi. Selain itu, perubahan kebijakan politik luar negeri Filipina dimaksudkan untuk menjaga stabilitas kawasan sekitar Laut Cina Selatan dan mewujudkan kepentingan nasional Filipina, serta menjadi negara yang mandiri, maka Presiden Rodrigo Duterte mengambil langkah untuk bertindak secara kooperatif dengan RRT dan memanfaatkan setiap kesempatan yang ada untuk membangun hubungan dengan negara mana saja, demi kepentingan nasional Filipina, khususnya dalam bidang ekonomi.
